REQUEST FOR PROPOSALS 
DESCHUTES COUNTY DEPARTMENT OF SOLID WASTE
KNOTT LANDFILL CELL 8 CONSTRUCTION PROJECT

Sealed bids will be received at the Deschutes County Solid Waste Department, 61050 SE 27th Street, Bend, Oregon, 97702, until but not after, 2:00 p.m. on Wednesday, November 20, 2019 at which time and place all bids for the above-entitled public works project will be publicly opened and read aloud.

Said work is to be performed at Knott Landfill, 61050 SE 27th Street in Deschutes County, Oregon and shall generally include: excavation of soil and rock for a refuse cell, construction of embankments, installation of geosynthetics, installation of soil and aggregate materials for cushioning and drainage, construction of leachate collection system and pump station, relocation of a landfill gas flare, installation of landfill gas collection system piping, installation of asphalt concrete pavement, and performance of such additional and incidental work as specified in the plans and specifications. The estimated construction cost is $4,000,000 to $6,000,000.

Plans, specifications and other bid documents may be inspected at the Deschutes County Bids and RFPs web page (http://www.deschutes.org/rfps) or obtained from Deschutes County Department of Solid Waste (541-317-3163), 61050 SE 27th Street, Bend, Oregon 97702, for a fee of $50.00, which is not refundable. A pre-bid meeting will be held at 1:30 p.m. on Wednesday, November 13, 2019 at the Department of Solid Waste Office, located at 61050 SE 27th Street, Bend, Oregon.  Attendance at the pre-bid meeting is optional; however, all bidders are encouraged to attend.

Bids shall be made on the forms furnished by the County, incorporating all contract documents, including a Bid Bond or Cashier’s Check for the minimum amount of 10% of the Bid Price, addressed and mailed or delivered to Deschutes County Department of Solid Waste, 61050 SE 27th Street, Bend, Oregon 97702 in a sealed envelope plainly marked “Knott Landfill Cell 8 Construction Project” and the name and address of the bidder.
