Proposal Summary

The applicant requests approval of a Comprehensive Plan Amendment to change the designation of the subject property from Agricultural (AG) to Redmond Urban Growth Area (RUGA) and a corresponding Urban Growth Boundary (UGB) expansion. The applicant also requests a corresponding Zone Change to rezone the subject property from Exclusive Farm Use (EFU) to Urban Holding (UH-10). The applicant has also submitted a concurrent Minor Partition (File No. 247-23-000545-MP) to divide a ±1,637-acre property into three (3) parcels. One parcel will create a ±300-acre parcel for the CORE3 site, one will remain within the Redmond Urban Reserve Area and Deschutes County, and the third will remain within the Redmond UGB.

The purpose of these applications is to allow for the development of the Central Oregon Ready, Responsive, Resilient (CORE3) facility. The CORE3 facility will address a critical need for both a centralized public safety training facility and a coordination center for emergency response operations.

Location

1805 E HWY 126, REDMOND, OR 97756, identified on Deschutes County Assessor’s Map 15-13, Tax Lot 103.
The portion of the property included in the PA/ZC request encompasses ±228 acres.

Proposal Status

The applications were submitted on June 30, 2023. The Minor Partition application was approved on October 13, 2023 and the County decision was final on October 25, 2023.

The Plan Amendment and Zone Change applications were deemed incomplete on July 28, 2023. The applicant requested the applications be deemed complete on December 7, 2023 with additional information to follow. The initial public hearing before a Deschutes County Hearings Officer is scheduled for Tuesday, March 19, 2024 at 6:00 pm.

The Hearings Officer granted a continuance of the March 19, 2024 initial hearing to a future date uncertain. Once a future date is determined, notice will be given at least 21 days in advance. 

The Hearings Officer will provide a recommendation to the Deschutes County Board of Commissioners who are the final decision making body on these applications. These applications are not subject to the 150-day statutory clock.
