Application Guide - 1 & 2 Family Dwelling and Structural

Prerequisites

Before applying for a 1 & 2 Family Dwelling or Structural Permit, you must have completed property research. Visit the Research webpage for your application type here. The steps outlined in the research checklist are summarized below, and ultimately it means you may need to apply for Planning and Septic Permits before applying for the Building Permit:

  • Ensure land use requirements are met through Planning, if applicable.  
  • Ensure there is an approved septic system or approval to install a septic system, if applicable.
  • Ensure there is a driveway access (Driveway Permit)
  • Create an Oregon ePermitting and have licenses associated to your account. Homeowners, make sure to associate the Homeowners Licenses to your account. Visit Oregon ePermitting FAQs for more information.

Summary of Instructions

 

Step 1: Log into your account on the Oregon ePermitting website. Follow instructions located on the webpage here to create an account. You will also need to associate Licenses to your account in order to apply for the permit.

Step 2: Search for your address and then select the Application Type as follows:

  • For 1 & 2 Family Dwellings or Replacement Dwellings select Residential 1 & 2 Family Dwelling application type
  • For Structures such as New Detached Structures, Remodels, or Additions select Residential - Structural application type.
  • If you were prompted to apply for a Driveway permit during your research, you can also select the Driveway application type at this time as well.

Step 3: Fill in any other necessary information such as the Contact information, contractors assigned to the job, site contact, applicant and any required information which will be marked with a red asterisk (*).

Step 4: Upload the required Documents. Note: Combine the documents as noted below. For example, you do not need to individually separate out the building cross sections, instead combine it as part of the construction plan pdf.

  • Documents uploaded should not be pictures or photos of the document.  Image files do not meet file type requirements.
  • PDF documents are the only document file type that will be reviewed, .ZIP files will not be accepted.

Step 5: Once your application has been submitted and then deemed complete by staff, initial fees will be invoiced and ready for payment. If your application is not complete, the permit technician will send you an email with the outlined missing elements of your application.

Construction Plan (Architectural and Structural)

Review the Required Residential Submittal Document Checklist as there are elements that need to be present on the Construction Plan prior to being reviewed by a plans examiner. (Click here) 

May include the following:

  • Floor Plan(s) with room use identified. (Loft and mezzanine are not uses.)
  • Roof Plan
  • Exterior Elevations
  • Building Cross Sections and Details
  • Foundation Plan
  • Floor Framing Plan
  • Roof Framing Plan
  • Construction Details
  • Whole House Ventilation (WHV)

Plans cannot say “preliminary” or “not for construction”
