Proposal Summary

The applicant is proposing to amend Deschutes County Code (DCC), Title 18, County Zoning to allow for mini-storage in the Multiple Use Agricultural - 10 Acre Minimum (MUA-10) zone along State Highway 97 as a conditional use under certain conditions. A brief summary of the amendments is as follows: Mini-storage facilities, including watercraft and RV storage, allowed as a conditional use on parcels that are:

  1. Within 2,500 feet of an urban growth boundary;
  2.  Adjacent to State Highway 97; and
  3.  A minimum of 10 acres in size and not to exceed 30 acres in size. Multiple contiguous parcels may be considered in the aggregate to meet the requirements of this section; and
  4.  Not within an urban reserve area (this criterion was added during the Planning Commission review process).

Proposal Status

A public hearing was scheduled before the Planning Commission on Thursday, June 27, 2024. Due to a lack of quorum, it was continued to Thursday, July 11. The Planning Commission closed the oral record and left the written record open until Thursday, July 18 at 4 pm. The Commission voted 4-0 to approve the amendment with an additional criterion to exclude urban reserve area properties from eligibility.

A second hearing was held before the Board of County Commissioners  on September 25, 2024. The Board closed the oral record and left the written record open until October 9. The Board deliberated on the proposal on October 30, 2024 and the Board voted 2-1 to deny the proposed amendment. On November 4, the Board approved Order No. 2024-045, memorializing denial of the proposal. Notice of the decision was sent on November 13, 2024. Parties have 21 days from the mailing date to appeal the decision to the Land Use Board of Appeals.
