The applications were submitted on November 9, 2022 and deemed complete on March 28, 2023. A staff report approving these applications was mailed out on May 9, 2023 and an appeal was then filed by Central Oregon LandWatch. The appeal is file number 247-23-000409-A. A public hearing was held before a Hearings Officer on Tuesday, July 25, 2023 and on September 5, 2023 the Hearings Officer issued a decision approving the application. Central Oregon LandWatch filed an appeal of that Hearings Officer Decision on September 14, 2023 and requested the Board of County Commissioners review this application.
