Application Guide - Plumbing Permit (Commercial)

When are drawings and documents required?
Per OAR 918-780-0040, any structure with a plumbing system designed, constructed or reconstructed to accommodate any of the following, will require Plumbing Plan Review and the submittal of drawings and supporting documents.
- The installation or alteration of a medical gas and vacuum system for health care facilities;
- The installation or alteration of chemical drainage waste and vent systems containing chemical agents potentially detrimental to the integrity of a plumbing system;
- The installation or alteration of wastewater pretreatment systems for building sewers;
- The installation of vacuum drainage waste and vent systems;
- The installation or alteration of reclaimed wastewater systems;
- The installation of a commercial booster pump system needed to maintain a minimum residual water pressure in a structure supplied by a municipal source;
- The installation of a plumbing system requiring a building water service line with an interior diameter or nominal pipe size of two inches or greater except those two inch systems which have been designed and stamped by a licensed engineer.
Standard Requirement for Drawings & Documents
- Drawings shall be legible and drawn to scale: 1/8” = 1’-0” minimum when uploaded.
- Drawings must show conformance to the applicable local and state codes.
- Do not use the color Red.
- Project address to appear on all documents.
- File extensions shall be PDF only.
- Document files shall be named with a general description of what the PDF contains. Example names: Plumbing Drawings; Product cutsheets, etc.
- Plumbing Drawings shall be combined and uploaded as a single PDF file. If scanned, must be full size and to scale.
- Drawings shall be prepared and signed/stamped by Oregon Licensed Engineer per ORS 672.
Plumbing Drawings Shall Include
- Fixture Count
- Isometric drawing for waste & vent piping.
- Piping layout and fixture location drawings of the proposed system or alteration.
- Identify any Fire-Rated Assemblies
- Must indicate the nature and extent of the proposed work and show in detail that the work will conform to the provisions of the Oregon Plumbing Specialty Code
Instructions
Notice:
- Do not apply until your application is complete and all required documents are ready to be uploaded with the application.
- Incomplete applications will be withdrawn with an email notification sent to the applicant.
Step 1: Log into your account on the Oregon ePermitting website. Follow instructions located on the webpage here to create an account. Ensure that you associate Licenses to your account to apply for Commercial Building permits.
Step 2: Search for your address and then select the Application Type as follows:
- Commercial - Plumbing
Step 3: Fill in any other necessary information such as the Contact information, contractors assigned to the job, site contact, applicant and any required information which will be marked with a red asterisk (*). If associated with an active building permit, include the permit number in the description.
Step 4: Upload the required documents.
- Documents uploaded should not be pictures or photos of the document. Image files do not meet file type requirements.
- PDF documents are the only document file type that will be reviewed, .ZIP files will not be accepted.
Step 5: Once your application has been submitted and then deemed complete by staff, initial fees will be invoiced and ready for payment. If your application is not complete, the staff will send you an email with the outlined missing elements of your application.

Revisions
For changes that occur after a permit has been issued, the following is required:
- All revised areas must be clouded on the Drawings. Cloud only the specific area(s) of change.
- All impacted drawing sheets need to be updated/revised.
- All revised supporting documents need to be included.
- Only upload the revised drawings sheets and supporting documents.
