Planning and Zoning Application Instructions
Property owners, or their authorized representatives, can submit a land use application in one of three ways, as detailed below. Please note planning applications cannot be submitted through the Oregon ePermitting website.

1. Online
Property owners, or their authorized representatives, can email the application package as a PDF to planning@deschutes.org. All submitted electronic materials are required to be legible and accurate. The planner-on-duty will contact the applicant with instructions on how to pay the fees online through the Oregon ePermitting system.
2. In-Person
The Community Development Department (CDD) office is located at 117 NW Lafayette Avenue, Bend. For our office hours, visit deschutes.org/ContactUs
For in-person submittals, the applicant must submit the application package and fees will be collected at this time.
3. By Mail
For mailed submittals, the applicant can either:
- Mail the application package with a check for fees; or
- Mail the application package with no check for fees. In this case, the planner-on-duty will contact the applicant with instructions on how to pay the fees online through the Oregon ePermitting system.
